Ludleth's lore is very weird and very little is known about him. I believe he was originally going to be much more important to the story, since the original name for the High Wall of Lothric was the "High Wall of Lodeleth". I think you're right that he's probably a Pygmy Lord, although I don't know why he's from Courland if that's the case.
Ludleth himself drops a ring which gives us insight into Courland, an item itself which was transposed in Courland from something called the Soulfeeder. This ring is perhaps one of the most vivid images we have of the land. The rings tells us the Soulfeeder " The Soulfeeder was a beast that insatiably absorbed souls to feed its own power."
